Unpaid finance means the car belongs to the finance company and they may or may not agree to sell it to you.

The dealer doesn%26#039;t have to give you a chassis number but if he didn%26#039;t that would be so suspicious that you should walk away from the deal

All you need for an HPI check is the registration number. The dealer can, and should, decline to give the chassis number over the %26#039;phone to avoid %26#039;cloning%26#039; of the car on his forecourt.
